Are we talking about the top football states (passion, support, talent) in reference to "overall" which would include specifically the NFL, collegiate, and high school. Or are talking about top football states for HIGH SCHOOL FOOTBALL?
It looks like most responses are geographical biased, which is OK. So for my 2 cents in ref to high school ball, I would say a tie between Texas and Ohio for passion and support and a tie between Georgia and Florida for talent.

If you're talking talent, California far and away. The other 6 Pac 10 schools wouldn't be anything if it weren't for CA kids. Plus the WAC, MWC, and parts of the Big 12. Plus our JUCO system is light years ahead of everybody else.

per population, florida has more guys in the nfl than any state. uf, fsu, um, and now usf fill their entire roster with state recruits. after all that, florida still has enough talent to greatly influence teams such as much of the sec, rutgers, louisville, pitt, wvu etc. were not talking pac-10 here, the sec is the best conference in football, and then were talking the best in the acc, and big east. and besides, bobby has won the most games of all time, and at one point, put his team in the top five for 14 straight years with florida talent. over the past decade, which teams have done the best in college football? and where did they get their recruits?
between the big three in florida, there are four national titles, and there are two sec teams with lsu and ut who also won a championship.
so as far as talent goes, it has to be florida, texas, california - if you want to switch up the order, thats fine, but you cant say any of them are far and away better than any other.
as far as teamwork, passion, fan support - that is all pretty arbitrary. if you go anywhere where there is little to do on a friday night, and there is good football being played, americans will turn out to watch. but if you want to say talent, i think you go with florida. fan support, go with texas.
but i will say one thing - pa, more specifically, western pa, has produced the top quarterbacks of all time. they automatically get a top 5 spot.

Mississippi is the best per capita followed by Louisiana. That was conducted by a study done by USA Football.
