If you are NOT from Kansas, how does your state determine who makes the playoffs, how is seeding determined, does the higher seed host every game?

Certain number of teams from each league automatically qualify. (less than 6 schools 1 auto bid, 6-8 schools 2 auto bids, 9 or more schools 3 auto bids). Then slots are filled out with wildcards. The conference champs are seeded 1st by RPI (formula that is your winning % x.3, your opponents winning percentage x.4, and your opponents opponents winning percentage x.3). Then all other qualifiers are seeded by RPI regardless of conference finish.

Virginia
Game Points Teams receive game points regardless if they win or lose, but earn significantly more points for winning. For example, a team will earn 26 points for beating a Class 6 team, but will only receive 14 points for losing to a Class 6 team.
Class/Winning Against/Losing Against Class 6/26/14 Class 5/24/12 Class 4/22/10 Class 3/20/8 Class 2/18/6 Class 1/16/4
Bonus/Rider Points Bonus points (also known as rider points) are what separate great teams from good teams. For each opponent a team beats—they’ll receive 2 bonus points for each win that opponent has during the season. For opponents a team loses to—they’ll receive only 1 bonus point for each win that opponent has during the season.
For example, if Team A beats Team B who goes 0-10 during the season, Team A will receive no bonus points at all because Team B doesn’t have any wins (0 wins x 2 points) and Team B will receive 10 points (10 wins x 1 point). And if Team A beats Team C who is 9-1, Team A will receive 18 bonus points (9 wins x 2 points) and Team C will receive 10 points (10 wins x 1 point).
Classification Points The addition of classification points makes it possible for higher class teams to play lower class team's without creating a disadvantage. Historical districts are still used as a core in scheduling, which creates some districts with different class teams. If a higher class team play's a lower class team, they will automatically receive 2 points for each class jump to make up for the difference in base points. These points are now given whether a team is in your district or not.

Montana:
Our classification has four divisions and the teams are ranked by their record within the division. The top four make the playoffs. We used to have smaller conferences (4-5 teams per conference) and you needed to finish in the top two to go to the playoffs. That was ugly as some of the conferences were awful and a team with a 2-8 or 3-7 record could make it into the playoffs.

I know they changed things within the last few years, though.

Tennessee Top 4 in each region go Seeded by region record, tiebreaker involves overall record High Seed hosts until 3rd round & then top bracket hosts in odd years bottom host in even years
Alabama Top 4 go Seeded by Area record 1st round is higher seed hosts... After that ... team that has traveled the most in the playoffs host... (not a fan of this)

Illinois: 8 classes. 32 teams make playoffs. 256 schools total. 1A-8A. 1A is smallest.
It is based on your overall record and playoff points (number of wins by your opponents). After all 256 teams are in they are divided into class. Smallest 32 go to 1A, next 32 to 2A, etc. So not everyone is 100% sure what class they will be in.
Basically goes in this order of making playoffs: Conference champs get auto bid 9-0 8-1 7-2 6-3 all get in.
Most 5-4 teams will get in but maybe not all in a given year. A rare year will have a 4-5 make it.
Seeding is done strictly by record and playoff points then. 9-0 with most playoff points is #1 seed and so on.
No polls or rankings figure in to playoff picks.
