As great of football there is here in Southern California, it is too top heavy. So top heavy that some schools that used to be pretty darn good are struggling to field programs. All of the privates and the top public schools are hoarding the talent while the neighborhood schools are trying to scratch, claw, and recruit the hallways.

Does LA Unified have an open enrollment policy? How many districts in CA have that policy? I'm curious if there has ever been a study in open enrollment districts as to the numbers of students who transferred out from one school to other schools within those districts, or to other districts? Were the schools they transferred OUT of poor performance schools? Were the schools they transferred TO higher performance schools? OR...did the transfers have more to do with athletics?

LA Unified is its own separate entity and makes up the "City Section." It is separate entity from the other schools in Southern California which make up the "Southern Section." The City section has come to have the reputation of being a lower level of football in comparison to the Southern Section. The "public charter schools" in LA Unified seem to be at the upper end of the competitive balance. This is where open enrollment comes into play especially for Birmingham HS which has become the football power of the City Section. So while the public charter schools are able to pull kids from all over LA Unified, the others do not.
