I have been tasked with starting a middle school football program. I'm looking for a brainstorming thread on the things a school would need to get a football program off the ground. Anything you can think of would be greatly appreciated as I attempt to but together a list of things so they can budget for it. Thanks in advance. FYI, it would be an 11 man football program.

First you need a place to practice. An area charter school is trying to start a program next year, and I heard second hand that they informed the coach last week, that as of right now, he doesnt have a place to practice.
Second, you are going to need all the necessary gear. Helmets, shoulder pads, girdles, thigh and knee pads. Practice jersey, practice pants, game uniforms.
Third, you are going to need some field equipment. Dummies, hand shields, step over bags. You probably dont HAVE it, put it would be nice to have a sled.
There are probably way more things that I didnt mention, but you said this was a brainstorm thread, so someone else may have them. Those were just some important stuff to have off the top of my head.

Place to practice is key. Storage for everything is also underrated. Football has a lot of gear, needs to be stored properly in the offseason. So, in building storage and on field storage.
Now, I've modified this list a bit, but here's roughly what we needed when we opened a new high school (I'm sure I'm missing things though):

Ask for one more than you think you'll actually require.

Excellent lists and ideas fellas! We have a field, so that's a plus, and we have a practice field so double plus. We do not have lights, but I'm not sure we'd need them. Games would start in September and would probably be 6PM kickoffs (or earlier) due to them being played on Thursday nights.

I would skip on practice pants/belt and just have them wear volleyball knee pads and shorts. Year one- just get one pair of game pants/belt but clearly you'd need 2 jerseys. Number your knee pads for games to the jersey #. Always order extra knee pads JIC. Don't order thigh pads if you have girdles. Save some $. Order a few spare girdles and pairs of shorts. Get extra VB knee pads from the VB coach. They usually have a box of old ones. You don't need sleds or chutes. Save your money. Push people, they push back. Don't forget a camera/tripod to film games. I had a travel bag at one school in 18 years. Probably not needed year one. I'm not even sure what a team position bag is. Get a ton of disc cones, I would get shields for tackling and a crash pad or two. Build their tackling confidence. You don't need "step over" bags or any of that stuff. Save your money.

If your district will reimburse your for your own expenditures, go to good will and second hand stores. I was able to find 3 brand new rope ladders, and about 50 agile cones for less then $10 and a battle rope for $15. People buy this stuff, thinking they are going to train and get in shape and then they donate it a year later.

And secure with access you can trust! I asked for a chute at a club where I was coaching, and the president said they used to have one but it disappeared. Since they had their own storage locker, I can only imagine this meant an inside job or that someone had accessed it after hours and neglected to put it away.

Echoing some previous things here but however many knee pads and mouth pieces you think you need, double it. Worst case scenario you have more next year.
If they're asking you to put together any sort of budget make sure helmet reconditioning is on there.
