It is not hard to write back with a simple no we have a game already or no we are not interested in playing you. This could also extend to film trades.

Aside from "fear"/I don't want to be bothered, there are a few other reasons:
1. If someone sends to my school email and I have not been in contact with them previously and they are "not in our organization" (which I still don't fully understand... because it isn't just "within our district"), the email often goes to clutter/spam/junk. I do try to monitor this when I have time... problem is, I don't always have time or forget... or get tired of going through hundreds of emails to find one that is legit.
I contacted a vendor two months ago and never heard back. Turns out, he replied, but from a different email- it went to spam.
2. A lot of coaches/school personnel don't check work email very often in the summer. I found this our with my Shrine Bowl coaching staff. I sent something a week ago... had to text them to get them to know I sent an email.
3. Something I just learned about last year (in my 11th year here, mind you)- I have two school emails. One at a k12 address and one at ourschool.com. No one ever mentioned this... most of those emails were about staff meetings and other stuff I don't care about, so I was glad I did not know about it. But there were a few emails from parents/kids/coaches (almost all of those made it to the email I do use). I make sure to publish the one I want as a contact... but somehow (usually through non-affiliates to our school), the lesser-known (of unknown) email is published somewhere.
I hear you, it is frustrating... I get this from administrators WAY more than coaches, but if I don't hear back, I just take it as a "no" and move on.
RE: Film, we've had a statewide league pool for years. That has alleviated a lot of film trade frustration.
It's a far cry from the days when I would get up early on Saturday and drive somewhere to meet someone to trade VHS tapes (better yet- the days when there would be some midway location where I would find some rural mailbox and take a tape/leave a tape because the opposing coach was going to be gone all day- usually at a college game... it was like we were conducting some illegal activity).

Lots of factors could be in play. To be honest most unsolicited emails you send probably don't get read. I always looked to see if it was from a school account or personal account too. If nomercyspread@hotmail sent me an email it most likely wasnt getting checked. Now if TSmith@school.org sent one then it seemed more legit. Thats just me though.

If you post open date online , I would expect a response back. Especially with a school email.

Random, unsolicited emails are a time sink. I get those all the time. I usually see them and then decide to reply later, because they're almost never an emergency, and then they get buried.
