I'm failing to see what's so egregious here. The ball is spotted. Chains are brought out and set. Ball is short of line to gain. White Hat moves the ball up from where it was spotted, and signals 1st Down.

White Hat moves the ball up from where it was spotted, and signals 1st Down. REALLY hard to make any judgment without seeing the ref holding the little clip thing they put on the 5/10 yd marker. Very well could be the ref pulling the down marker yanked the chain past the clip marking and the white hat was trying to get him some slack to get it back. Plus, the angle is horrible. Looks originally, before they start moving chains, like it's a first down easy.

I had read somethings similar to what larrymoe suggested above. That the chain crew had lost track of their landmarks and had moved the chains. I thought that is why they used the little clip (put it on a yard line) to maintain a point of reference
