What are some of the ways to have success enforcing attendance with your team. What type of polices do you use? Specifically the athletes who do not play much, benching them is not effective.

If they miss three practices, they obviously have better things to do. So let them do them.
1st and 2nd were always playing time/make up missed conditioning consequences.

Three unexcused misses and the Captain's table determines punishment. If they choose not to comply they are gone. Most of the time it is drug or girlfriend related.

Come to think of it, maybe that would answer the OP

Besides benching, booting, or otherwise punishing them, one thing you can do is just take attendance and call their parents after practice or weights if they aren’t there.
This doesn’t need to be a punitive thing. Just call the parents to check on them, ask if everything is ok, and remind them of whatever your policy is.
A lot of time when kids miss, they’re doing something they shouldn’t while telling their parents they are at practice. Let the parents do something before you have the come to Jesus meeting.

Unexcused absence is suspension from the game that week. In four years here we've never had a second incident in the same season.
