I’m curious to know what each state’s out of season restrictions are.
When can you do 7 on 7?
When can you work with your players and what you can/can’t do?
When are you allowed to make things mandatory?

In NC we cant make anything mandatory until the first official day of practice which is usually Aug 1.
We have mandatory dead periods that are 3 weeks long from the start of each sport season (fall, winter, spring) Also, there are 2 dead weeks during the summer and the last 5 days of 1st semester and the last 10 days of the second semester are dead.
You are basically allowed to do any non mandatory skill development you want outside of those dead periods.
Most schools wait until the summer to start to do 7 on 7s against other schools.
Strength and conditioning sessions can occur at any time.
We are fortunate that all our players are in strength and conditioning class 1st period in the second semester. We will not ask them to do anything after school until our spring skill development sessions start after school sometime in the spring.

Nothing mandatory till first official day. No fully padded spring ball but you can work out in at least helmets and possibly shoulder pads (never did it due to numbers). No dead periods. We always started summer workouts last week of June/first week of July. Again in helmets some years shoulder pads. No limit on time you spend with them in offseason. You can do 7-7 year round if you want. Kind of the wild west in the offseason as long as you aren't in full pads and having contact.

Virginia (I've been retired for a few years so if anything has changed feel free to correct me):
Nothing mandatory until the official start of the season in late July or early August.
No helmets or pads (Helmets may be allowed at 7-on-7s and a couple of weeks before the beginning of the official season).
You can do pretty much everything but full contact drills.
I seem to recall an hours limit. I don't remember for a fact because when they mentioned whatever the limit was we were nowhere near it so we stopped thinking about it.
Two week dead periods at the beginning of each of the three sports seasons plus one in the middle of the summer. Most coaches complained bitterly about the dead periods but secretly loved having the time off.

In Minnesota you cannot do anything football related from the end of the season until June 1st. From June 1st nothing can be mandatory until the official start of the season 3 weeks before Labor Day. There is a no contact week around the 4th of July. During that time you can have a total of 11 practice days. 7 on 7 vs other schools do not count as part of your 11 practice days.

Minutia type question, when is the season "over" I have always felt that a big advantage for successful teams is that they often get 3-5 extra weeks of practice each year which helps build what I call "program strength". In theory, Seniors of a highly successful program might have gotten 13-15 extra weeks of practice as underclassmen before going into their senior year each year.
Curious if there is anything in the bylaws of various states that allows non playoff teams to continue practicing until championship week.

Can you imagine what a sh!t show that would be from a motovational standpoint? It is an interesting question though.
A couple years ago we defeated a team in a playoff game who had a big-time QB, he's playing at a top 10 program now. On the following Monday him and his dad showed up at our practice asking if there was any way he could become our scout team QB for the rest of our season so he could get exposed to some different offensive schemes before college. I'm not the HC so I don't know if there was a rule against it or if our administration just decided it wasn'ta good idea, but he didn't join our scout team.

I have been told in Iowa, practicing is allowed through championship week. I don't know of a team that has ever done it, though.
