Former NFL OT Jamarcus Webb or NFL player DJ Fluker. Fluker wears a 22.5 shoe. Try and contact them thru social media and ask for help or get a pair he no longer uses...

We needed a 3xl helmet one year, or 4xl, something crazy anyways that no one had in stock. The Steelers have a director of HS operations and I called him, actually called back and helped out some. So yeah I would say call some D1 colleges or even pro teams around and see.

I've had luck at Ross Dress for Less for finding huge shoes. I've seen a lot of over 15's there in terms of shoes and good amount of cleats in the same size range.
I'd try there first, i got a pair for 0.69. Yea i actually paid 69 cents for a nice pair of Nike cleats.

Reminds me of a guy I got my master's degree with. Guy was a D1 heavyweight wrestler and had a 23" neck. Shockingly, yes, you can buy shirts that big off the rack, just have to know where to look.
As for shoes, I have an assistant who wears size 21's. Once told me he orders them online, but not sure from where.

I had a kid a couple years ago who wore a size 21. No stores had them. I called the equipment management of a few local colleges and BGSU ended up selling me a couple pairs at cost. I suggest looking up the equipment manager for your nearest college programs and going from there.

You may need to talk to the shoe company themselves. About 10 years ago had a kid with size 21 and was fitting into 19’s from Eastbay as its all he could find. Colleges didn’t have em but the equipment manager at Ohio State had me reach out to Nike and they provided us with 2pairs at a very reasonable cost.
