Go to as many camps as you can. Many FCS schools allow/ask for coaching help with their camps and it gives you access to athletes and allows you to listen to other coaches discuss athlete attributes.

Helping out with Camps is good, building relationships with honest coaches will help out, and if you're a D2 school, odds are you going to get FBS and FCS guys who will transfer so build relationships with those guys too and say, "hey, congrats on going to big school X, we hope everything works out but if you end up needing a change, we're always here for you"

Beautiful thing about Hudl is that you can watch guys highlights from years back. Take the top players in the conference and see where they were when they were in high school. Speed and athleticism is everything.
As much as you love that 5’7 DB, the chances of them actually playing and being significant are slim. There are a few but the numbers say otherwise. Always remember when you bring a kid to the table, that’s your name and reputation on the line.
Also, other coaches words is something that you have to build trust on. Some coaches will sell you terrible players but others will be honest with the kids ability. Find the coaches that give the truth rather than what you want to hear.
