I'd like to upgrade our revo speeds to flexes this year. Can you legally sell older helmets to help defray the cost of buying the newer ones?

Do you mean as a collectible souvenir to players, parents, or fans? Or to other schools as actual helmets that will be issued to players?
I don't think that there is anything illegal about selling football helmets. However, the problem you are going to have is finding a market for them. I'm not sure who would want to buy old football helmets that need reconditioning and are probably well on their way to the expiration date. Helmets are supposed to be replaced after what, 10 years?
When I was coaching youth football, we used to take the helmets that were rejected by the reconditioner, take all the internal padding out, paint them, and sell them as collectibles or give them away as gifts.
Never made any money on them but many people appreciated the helmet as a nice gift.

I'm in the same boat. I've been buying 5-8 new helmets every year, adding to the inventory, as the numbers have been declining. So I've got probably 20 helmets that I no longer need, reconditioned, that are sitting on the shelf. Not sure what to do with them.

I put them on a 1’x12’. Then I sell them or give them to local businesses that donate to the programs.

The reconditioning company the program I coached in last offered an exchange program. Our HC exchanged a handful of old Xenith helmets for a smaller handful of Schutts. Not sure how much you would actually save doing it but it was something for helmets that were pieces of crap.
I collect helmets and spend more time than I should trolling through eBay looking for cheap used helmets to turn into showpieces for my man cave and noticed there are a lot of helmets being sold as such for $20-$50. If you have a handful of shells that are past their expiration date, you may look into that? Just spittballing here.

There’s a weak secondary market in minor teams, like men’s senior or semipro leagues, who will take anything with a couple years left. Those same teams may put you in contact with individual players. Players in such leagues often buy outdated helmets and wear them at their own risk, and the team indemnifies themselves by making sure they didn’t touch the transaction and by clearly documenting that the player provides his own gear.
Failing in that, poor teams may take mismatched helmets with a couple years left in them to flesh out their JV inventory.
Expect to get a fair bit less than the functional life left in the helmet, but otherwise it’s just clutter.

We give them to our players who make 100% of our summer lifts as well as to local businesses that support us. Like others have mentioned, we take the guts of them out so they aren't used inappropriately.

Hi,
I am from Australia, I am setting up and initiative around exporting old helmets from the USA to teams in Australia. As football is still an emerging but strong growing sport in Australia we seem to struggle to get the finances to look after our players with regularly updated helmets.
What I am looking to do is start with my club and organise an old helmet swap initiative where we ship your old helmets to our club. We then refurbish and use. The benefits will be setting a sister relationship between our club and your college, many teams in Australia have players in all positions getting scholarships into High School and College, this could give your college first look at some great talent coming out of Australia.
In addition we could also see cultural programs between the two programs pop up as well.
Once I secure helmets for my club I will grow the initiative until I have every team in Australia connected with a college team in the USA. I am currently a player (Right Tackle) and work in a business that is in a JV with a concussion phone app, so we have plenty of opportunity for international PR..

I got a guy who does custom auto paint to make "concept" helmets for us out of old helmets. Auction them off to businesses to raise money.
