how often do you see jobs "posted" somewhere that are already filled, and the posting is just for legal reasons to say they opened it up?

happens all the time.
OR....
hc tells a guy he is probably going to be "promoted" or whatever but that he is opening the job because he has to -- but, what the hc is really doing is checking to see if someone "more qualified (read better)" goes ahead and applies. then the hc will hire that guy and make some lame excuse to the one already on staff. but, if no one "worthy" applies, hc promotes the one he already talked to.
in reality.......i'm not sure if you have to post positions within a school district outside the district if it is a position that can be filled from within the district

names surface in september around here. and those are the guys that get hired too...so yup, they are filled.

A story: I was visiting my family in Pennsylvania over Christmas. While reading the paper I noticed an ad for a HC position. It was in the paper on December 23 and I later heard that the ad ran only once. The ad said that you had to have the application in by January 3rd, the day that Christmas break ended. I called and was told that it had to be a formal application, which was available at the school board office, but that the office was closed for the holidays. Draw your own conclusions.
