Or is it similar to DIII where they offer financial aid packages?

CA JCs do not they are in their own entity/organization
I believe other states (there's some national group they all belong to except CA) they can give scholarships I believe they are allowed so many total, so many from in state kids, and so many out of state kids.

Iowa and Kansas do offer athletic scholarships. Most are partial scholarships that are combined with other forms of financial aid.

I played basketball at a JC almost 25 years ago and they gave scholarships (OR) but that was an eternity ago.

We had one kid go to JUCO for football, but I don't think he got a scholarship but that was due to circumstance. We have had JUCO's come talk to our kids offer them scholarships. We have had track guys get money from JUCOs. The JUCO in town here is at the D2 level for JUCO and they give scholarships. It doesn't have football...booo

I don't know how many, but I know Nebraska JUCOs give full ones for basketball. They have several breakdowns though: Some are full, some are halves or thirds of overall costs, and then some cover tuition-only or room-and-board-only.

Mississippi, Texas, Kansas, some Iowa, NDSCS all do, along with most Arizona schools, NMMI.

Mississippi, Texas, Kansas, some Iowa, NDSCS all do, along with most Arizona schools, NMMI. NDSCS does not offer football scholarships anymore. They are currently a football only member of the Minnesota Collegiate Athletic Conf. (MCAC)...a non-scholarship athletic conference.

Anybody in the NJCAA can offer a Full ride if they wanted to I believe. This is not necessarily so. Conference rules typically dictate scholarship guidelines for their membership.
