I am not real happy where I am at. However, I am not so unhappy that I want to make my HC mad by applying at all the nearby schools. How do I handle telling my current HC about snooping around for jobs? I want to at least explore openings at other schools nearby. At what point in the talks with them should I tell my HC that I have talked with them?

I think you should be open and up front with the HC from the beginning. As a head coach, I encourage my assistants to seek head coaching jobs if that is something they are interested in. However, I would also appreciate being made aware of it so I don't get a surprise call from another school asking about an assistant who has applied there and so I know that I may have to fill a position on my staff.

Even if the assistant is in the process of figuring out what the job is? If I told my HC about every little job that came out that I just looked into then I would look like a jerk that just wanted to get out. I will tell him if talks continue and I get enough info about the job from the other HC about it, but in the initial learning stages?

I'm not so sure that you would look like a jerk for looking for a job. Just let him know that you want to get your name 'out there' and I think he will understand.

Even if it is a "lateral" move? The other schools will win way more than my current school will.

I guess it depends on the HC. I wouldn't have any problem with an assistant getting his name out there.

Some guys that I have worked for might actually call the HC at the school you are interested in - and sell you to the new program. True friends and professionals want to see you do well. They want to see you grow and represent what you take from his program.
This doesn't describe all HC's though.

apply, get out of a bad situation as fast as possible. ask for the blessing of the head coach and if you dont get it then youre in your right mind to get out of dodge as fast as possible.

Straight forward is the only way. I think the quicker the better as in, "there are some job openings out there that I may consider applying for. I'd like to tell you before anyone else does."

i would rather be the one to tell my head coach, than for him to find out from somebody else.
