I read alot of newspaper article online/magazine articles about coaches who come into a program that has been dreadful or really underachieving and then BOOM they are in the playoffs and winning state titles. What happens that the new coach is able to take the players he is dealt and win right away where the previous guy did not?

This has happened at the school where I help out at. First and foremost he installed discipline. All players are dealt withthe same. Example: His own son was in a class where a fellow football player asked a teacher if she wanted to "make out"...Coach's son laughed and promptly got suspended for a game.
Another thing he done was went independent for a year and then got in a Conference pretty equal to our school in enrollment We went 2-7 the first year, 7-2 the next and got in the playoffs. The next couple years were sub-par and then now we have won 27 straight regular season games.
He also started recruiting the hallways got alot of bodies out for football. He has showed the kids love and respect which has been HUGE to these kids.
They know they can call him or stop by his house any time any day.
I could go on forever but no need to bore you with all the details.

you saw it at Notre Dame this year. Willingham had the recruits. ND played with a intensity which I had not seen them have for awhile.
Coach Weis brought a new philosophy. sometimes that is all it takes.
i know a h.s. coach who took over a program and he installed the 150-250-350 plan. 150 pound c;ean and jerk, 250 pound bench press and 350 pound squat. you had to have that to play varsity football. needless to say, this year all 80 of his varsity players can do this. they became stronger.
when Carroll got to usc he looked for 3-4-5 players. 300 lb clean, 400lb bench and 500 lb squat. when he got to usc only 5 players could get this. now 45 players get this.

1. better discipline 2. better leadership 3. organized practices /improved fundamentals 4. better play calling and structure 5. better alignment/assignment/fundamentals 6. better schemes and timing in their usage 7. stronger players 8. confidence in the systems and coaches by the players 9. better fit of system to the kids 10. new stud athlete(s) out for the team
those are some things that can come with a change in coaches and make a world of difference
