I am at a new school. The district I am in has had one high school for a long time. After two years here with boundaries in place, but not being enforced, they have finally come up with this solution right before our first varsity season.
1. Jr high kids can go wherever they want (there are 4 jr highs, with supposedly 2 being feeder schools for each high school)
2. once these kids get out of the feeder school, then they go to the HS that that feeder school feeds.
3. and to really nail down the transfer policy, they will then not let anyone transfer after they get to hs.
Might as well just have open boundaries and tell them they can go to the established HS.
