Mods, I talked to TOG before doing this and got the Ok, so here goes.
I am working on getting competitive fishing in the school systems in Oklahoma. I know that some states do it as a club event and some are starting to have their state athletic associations back it.
Here is what I have come up with, tell me what you think, offer suggestions, tweaks, additions, etc!!

Competitive fishing
How about starting it as an “unsanctioned sport” (meaning it would be more or less a club) for the first year and then approach the OSSAA for implementing it as a Sport.
1) Educate on fishing and the outdoors
-Safety
-electronics (gps setup and programming)
-Conservation
-Knot tying
-Species of fish
-techniques for fishing (patterns, colors, tricks, etc..)
-boating safety
-set up a "curriculum" -- curriculum from The Bass Federation for an actual semester long class
-Ethics
-Sportsmanship
-Casting
-Tackle Maintenance
-Trip (what you will need for a successful fishing trip)
-Landing a fish
-Cooking and cleaning fish (for those students who might want to eat fresh caught fish, but encourage catch and release)
-Essay writing
-bring in guest speakers
I know that fishing can be integrated into the regular core curriculum possibly through science, but also through Ag, and Phys Ed. (an alternative sport)
2) Requirements for sport participation
-Instead of having a club fee, students will be responsible for purchase of licensure, etc to insure that they meet not only participation requirements but also state requirements. Anyone found in violation of the rules will be disqualified for season.
No real requirements to be part of the sport, just a love for fishing and the outdoors
for fishing tourneys
-Certain GPA - C or higher in classes

-Behavior in the class room – This would be at the discretion of each coach/school to handle.
-Tourney fees (how much)- used for trophy's, etc – Do we charge a team fee for tourneys such as they do for other sport tourneys? Have rotating schools be the “host” each year? – the money from the tourney fees would be to purchase trophy’s unless donated, and to go into funding that schools fishing program
3) Setting up the Competitive fishing Tourneys
-Rules and Regs (pattern them after a BASS type regulations along with state requirements (license, registered boats, try to pattern after OSSAA grade requirements, .... anything else we need to include??))
-Liability (How can we get around it??)
-Sponsors (helping get started/ equipment/ Start-up money for the programs in the individual schools)
-Boaters (have tourneys on lakes that can take both small (2-man) and large boats so as to include all participants)
-Tourneys
(3 area tourneys for each section of the state NE/SE/NW/SW and one State Championship (Feb, Mar, Apr and C'Ship in May - base off of points system patterned after BASS or FLW )
( have pre-qualifying tourneys at “city lakes” or municipal lakes 2 wks prior to determine who goes to the 3 area tourneys, these can fished from either the bank or 2-man boats if the lake allows for this. Top 10 point getters from your school go to "State C'ship"? .... this would create 5- 2 man teams from each school for a total of 20 boats for the State C'ship... or do we make it where there are 3 - 2man teams from each school (top 4 point getters)?? IF they are ineligible then the nect point getter takes their place in the tourney . The State Tourney would be held at a lake as central as possible for all boaters. [b}What would be a good number of "teams" to take to the "Area Tourneys"- same as state??
+++ for the area tourneys have a member for another school be with team members from an opposing school to insure that there is no cheating (picking up pre-caught fish) done by any member school. (This could also be achieved by getting volunteers from local adult clubs who can act as judges.) (HELP ME TWEAK THIS PLEASE!!!) Ok, how about this then? Judges posted in assigned areas, divide lake up into sections, allow teams to move every hour and rotate on the lake in a clockwise fashion. During the tourney, they must report to the area judge to inform them they are leaving the area, what area they are going to and report in to the area judge when arriving at the new area.
For the State tourney they will be allowed 3 moves to allotted areas for example team a,b,c can only go to certain areas on day one, d,e,f have their areas and then they trade opposing areas on day 2.
if you have any other suggestions please feel free to let me know, this is kind of a rough draft so to speak.. thanks for reading and offering help... let me know!!

Grades 9-12 for the first year and if things work well possibly expand into the middle schools after that.
-Follow a points system. Under the new system, the winner of a tournament will receive 300 points. The scoring will decrease in five-point increments to fifth place, four-point increments through 10th place, three-point increments through 15th place, two-point increments to 99th place and one-point increments for the remainder of the field. (I.e. BASS or FLW)
-Have Pre-qualifying tourneys 2 weeks prior to area tourney fished on small city lakes or municipal lakes that would allow bank or 2 man boat fishing.
-All points from area tourneys accrue to count toward state tourney
-All area tourneys and pre-qualifiers are one day events
-All area tourneys held at venues that can take both large and small bass boats to be able to include all fishers
-(if enough teams across state then have tourneys in each section of the state) NE/SE/NW/SW
-Have 3 area tourneys (1 day event) and 1 state tourney (2 day event)
-Each area tourney will have 10 members from each school
from the pre-qualifier tournaments this would make 5 – 2
man teams, if field is too large may have to have a state tourney
for class c-2a then classes 3a thru 6a held on opposite weekends.
-out of area tourneys take top 10 point getters from the area to
comprise 5-2 man teams, if field is too large to be able to allow
this then have 3 – 2 person teams from each school to limit
overcrowding of the lakes. this would make
up a 20 team field for the state tourney Allowing each
school to bring top 6 placers in their schools would allow team
members to fish together instead of the top 10 point getters from the area
tourneys. At the beginning of state all participants are “zeroed” out and
start on the same level of Zero points.
-Participants are allowed 4 rods and 2 tackle boxes maximum.
Participants should get a lake report if they choose to do so
and stock tackle boxes accordingly the night before.
All tackle to be used in the tournament should
be in their tackle boxes by check in (This will allow
for time to be able to adjust their tackle the morning
before in case of changes in conditions)
-for area tourneys, trophies will be awarded for each
place 1-4, big bass, top 2 teams.
-5 fish limit
-All fish must be weighed in on regulation scales
(we would try to insure that all tourneys use same brand
of scale or similar scale)
-Times will be 8 a.m until 4 p.m. check in will begin at 6 a.m.
All participants should have tackle boxes with them on boat
deck, all storage compartments open for inspection, all equipment
(first aid kit, extinguishers, etc) out in plain sight to make sure
that boat meets state regulations. If 16 or older they should
have their license out and ready to make sure of validity.
-Lakes where area tourneys are held can be pre-fished the week prior to
tourney
-State tourneys fished from boats provided (if we can get volunteers) unless students have their own boats.
