We break this down into several parts:
1.Strength- Weight Room
2. Athleticism- Weight Room and other sports
3. Speed- Weight room, track and paid programing off campus
4. Academic- study club (carrots- helmet stickers for grades)
5. Character- off-season book study. Jon Gordon books are currently being used on each grade level. Had used Habitudes from Tim Elmore.
6. Knowledge of the game- 7 on 7's, camps and open field
Are there other areas or specifics you use to augment Athlete development

A lot of that "development" happens naturally. They grow up!
They enter your realm at age 14. There is a huge difference in development, over 1 year of age and growth. From age 14 to 17 any kid who has played sports, looks like, and is, a whole different kid.
Certainly, encourage attendance in the weight room but I firmly believe that engaging in other sports is vey beneficial. Many skills learned in other sports carry over from one to another.
I want my guys out on the field SOMEWHERE, playing and having fun.

Our winter sports teams have finally come around: Wrestling is in the weight room 2X a week plus 2 days of the most insane plate circuits I have witnessed. Basketball is in 3 days a week but almost all lower body. Swim team has an extensive weight program to supplement limited pool time. Hockey team is last hold out but has a 2 day a week schedule but promotes lifting 1 day with the strength coach as optional.
Our winter weights program goes on 4-5 weeks cycles and we give away prizes (car washes, Dairy Queen, food, gift cards). The kids in a winter sport get a helmet sticker for being in the sport. Weights kids need to be at 85% to get the sticker. But all are able to get PR stickers once a quarter after the season (3 per year).
