This is from profootballtalk.com. Is this rule for real?
REID ALREADY LOOKS LIKE A GENIUS
Plenty of eyebrows were raised this week in Philly when the Eagles re-signed quarterback Koy Detmer for one purpose. To hold for field goal and extra point attempts.
But in the wake of Saturday night's game-losing muff by Cowboys holder Tony Romo, Eagles coach Andy Reid already looks like a genius.
Still, if starting quarterback Jeff Garcia goes down with an injury early on Sunday, Reid could still be wearing a dunce cap.
Why? Because Detmer must be listed as the No. 2 quarterback in order to enable him to enter the game as the holder. And if the emergency quarterback, A.J. Feely, enters the game at any time before the fourth quarter, neither the No. 1 nor the No. 2 guy may return.
So if Garcia's injury is bad enough to knock him out for a quarter or two but not so bad that he can't return, Reid might have to go with Detmer at quarterback until Garcia can go. Or maybe Reid won't want to risk using Detmer at all, meaning that A.J. Feeley gets the nod for the balance of the game.
Oh, and if Feeley comes in before the fourth quarter then Detmer won't be able to do any of the holding.

I think a piece is missing...AJ Feeley must be listed as inactive. Then that becomes the case

Wingt74 is correct. The 3rd QB is almost always listed as "inactive" but allowed to enter the game. If he does enter the game (while being listed as inactive), the #1 and #2 are done for the day. If he is listed as "active", which Feeley is not, then it'd be a non-issue.
