Its not a high school chart... HS has 25 second play clock.... the chart is telling you how many seconds have to be left to guarantee a clock run out while taking a knee. If it is 1st down and the opponent has x number of time outs, the clock must read this time or less to be able to take a knee and run it out. HOWEVER, I have no idea why there are 3 different times on 1st down column and the times are right for high school imho

Yea I know HS clocks in Texas go with :40 unless after a TO or penalty it's :25. But I don't get the 3 different times on 1st down.

I'll take a guess.
1st time is clock is stopped and won't start until ball is snapped. 2nd time is clock is stopped, but the 25 second clock will start when whistle is blown is ball ready for play. 3rd time is clock is running and the 40 second clock is now running.
Not sure why that is only relevant on 1st down and not all four downs.
