I don't think there are many coaches who fit into the "Costanza" mold in that it implies that the coach isn't good at a whole lot except appearing busy. I do however feel that there are coaches who do a really good job at coaching, but then feel the need to take up more time (for various reasons that we have discussed before); and as such waste a time looking busy without doing much.
Activity does not always equal action.

I'm a hipster. I'm a Larry David coach. Costanza before Costanza.

Am I a Costanza coach? I don't think so, and I really hope I'm right.
I will be honest about something, there are some days where I am a Costanza aid in the school. Carry a few papers around and look for somebody.

Carry a few papers around and look for somebody. I worked in a restaurant and I pretty much got promoted by carrying around a rag when things were slow and just wiping down random things. I wasn't doing anything but it sure looked like it. Work smarter, not harder...especially at minimum wage.

We had one at my previous school. He was supposed to take the kids that werent participating in ST period and put them through an agility circuit. He always had his scouting report in hand like he was going over it. In reality was pretending so he didnt have to do the agility period. He was the defensive scout team something. All he did was show the scout offense the card that the DC told him to run.

I don't know many guys who looked busy to look as if they were working. I know MANY guys who didn't do well with pressure and would get overwhelmed by coaching in general. If you had to ask them to improvise at all, it went straight out the window. "Hey, Kevin's running late so just take the RBs with you and have them run mesh while the OL works the blocking scheme." "Huh? I don't know their jobs! I can't do that! Whyyyy?!"

We were Triple Option. Had the QB, RB work the mesh point of all our option plays. OL would just block the front. Equivalent of running plays on scout interior players with line and backs.
