I am going into my first coaching position where i will be helping out a local high school and was looking at helping with either WR's or RB's... so I looked at my philosophy which is "speed kills", but i believe that they run more a line em up and punish the defense...
Does anybody have any tips for creating a more powerful back and physical back opposed to the speedster backs? Is it all handled in the weight room or is there anything I could do??

Every opportunity you have to praise a "physical" play, do it. If your kid lowers the shoulder, secures the ball, and blasts a defender...great! There is a time for speed, AFTER you run over the LB, or safety, or DL, or all of the above. Being able to "bang," is a great attribute that a lot of kids don't realize today. As kids watch games today, they see a RB break free and he runs FAST. How did he get there? Had he been physical all day and worn down the defense? Had he been physical games before and instilled a little fear in the defenders? Being physical is "teachable," while being fast can only be developed on a limited basis (a lot of it is good genes, in my opinion).

To go along with the link, good ol fashioned finishing drills for RB's. guys can use hand shields if you don't have the big bucks for equipment.

Weight room. Praise physicality. Implement physical downhill schemes.
I will stand outside the c gap when we first install power and make the back run through the hole. A lot of young backs come up for junior high and want to bounce everything. So I make them run downhill inside me.

Make sure they have squared up shoulders when running through the hole. Guys that are square have more power than those that do not.

Starts with blocking for me as a back. I wouldn't even put a ball in their hands until they sell out to becoming physical in their blocking. Once they do this, then they can get the ball thrown or handed to them. I saw a presentation from Air Force back in tthe day that they never did ball carrying drills. They simply worked on being physical with their blocks. When I was running Double Wing, we didn't even introduce the football until guys understood that blocking for your teammate is the most important function of their position.
