I agree with those, but is it possible to rank them since practice time is short? What do you think we have the most control over as coaches? What do you do to make those happen (or not happen? (I think things like self-confidence and mental errors is a different discussion but definitely musts. I think those are very important too.)
Out of your list I'd put that eliminate interceptions, score in the red zone, and one I'll add, convert third downs, at the top. I may also add to average 5+ yards on first down as a goal.
Although counterintuitive I think fumbling is not something we can really control well (with the exception being if you are a good option team or your QB in the pocket. Otherwise the stats show that good and bad teams both fumble about the same which is rather surprising).
Penalties are similar, and I think it matters more for some penalties than others. False starts, offsides, and personal fouls are all intolerable; holding and others are either evidence of poor technique, a mismatch, or simply excusable in small doses.
Any ideas on how to instill self-confidence? Off-the top of my head is I try to coach swagger in my offense. If they saunter a bit, walk like badasses, etc that's fine. I tell them that the defensive guys can jump around and shout, the offensive guys can walk around with a smirk on their face and fire in their belly as if they know something that the defense doesn't (which they do--where the ball is going!).
Mental mistakes are a constant battle. I'm not sure what the best approach is other than to focus on teaching and making sure everything can be understood. Also, I've found that some guys simply execute better than others and, until I am a better coach, those guys are going to play.
Just some ideas.

Play consistent is the bottom line.
Many of those are really saying the same thing - bottom line "Don't pay for Real Estate twice!" (penalties, fumbles, interceptions)....and "Possession is Everything!", always advancing, if you HAVE the ball, YOU dictate when it's snapped, when it moves, where it goes. The GAME is the BALL.

I would love to eliminate mental errors. But I found that with 15-18 yr olds I almost have to game plan for them! I would also put the penalties spreadattack mentioned in with mental errors. I think the top 2 for me would be eliminate interceptions and score in the red zone.

I agree with the list...
But it seems those concepts are the details...
My offensive "musts" are as follows...
1. Get off the ball (Our single advantage is knowing the count, and knowing where we are going... we need to get there fast)
2. Win the small battles to win the war (O-line has to get the 2nd step down and move the LOS)
3. Backs down hill (Fall for 3.5... we can play that game all day)
After those... I'm with TOG...

1. Do Your Job! 2. Give 100% 3. Be Physical! 4. Play Smart! (a "positive" way of saying NO MISTAKES!) 5. Run, Block, and Tackle!
Not one of these takes any talent and all are totally dependent on you.

ATTACK
never let up on the pressure. we are no huddle up tempo style team. we want to play a basketball type tempo for 48 mins. we will takes shots down the field on the first play or the last play. wear you down and keep you backing up.
all the stuff you guys said is right, execute, don't have turnovers, etc. for me, i think a bad play is not the end of the world because i want to be able to score on the next play. i don't care if its 3 and 50 or we are on our own 5. you need to think i can score right now and so do our players.

Protect the ball - Points of pressure Maintain blocks - to the whistle Be the hitter, not the hitee Fire off the ball - Our advantage is we know cadence Able to use different cadences - Don't let them key in Able to adjust on the go - Know their schemes and adjust Make plays - Need Playmakers Protect the QB - QB must have pocket presence Maintain composure - 4 yard runs in 1st Q are 40 in 4th Q Never give up - play to the whistle Block downfield - and use your blockers

must account for 4-weak in pass protection ...
must be willing to throw the ball on 1st down ...
must be willing to run the ball on 2nd & 10 ...
must use play-action to hold secondary defenders (or those not truly accounted for in blocking scheme) ...
