I coach in a small community and have control over all levels of youth football. Given that we only have around 30 boys per grade and are lucky to get 15 per grade interested in football, what ideas do some of you in the same situation have for your program structure? What ages do most people with these type of numbers start with flag football and what ages do most start with tackle? How do you structure your leagues or teams with so few of kids? As of now, we have clinics for grades 1-4th graders, flag for 5-6th graders and MS tackle starting in 7th. Any ideas would be greatly appreciated!

Back home in TN they start flag football for 5-6 year olds, tackle at 7-8 year olds, a 9-10 year old league, 11-13 year old league. That's in addition to at least 2 travel teams that I know of, each with a feeder / developmental / A-B-C teams
Here in KY where i live I think you play upward flag but the county sponsors tackle for 6-7 year old, 8-9 year old, and 10-11/12 year old, IIRC
If you only have 15 per grade interested in football, that's only really two teams grouped similarly to the leagues above. IMO, I would not group 9 year olds with 11/12 year olds. It happened in our league cause the player was a few pounds over the weight limit and he wasn't ready for it (maturity, both physically and mentally)

Obviously you don't have enough players for a league if you play 11s. How far would they have to travel if you formed teams to get games? Apparently you're already doing that with middle schoolers, who's to say you couldn't with younger players? AFAIK nobody plays organized tackle football with fewer than 6 a side. Conceivably you could have leagues for sixes, marginally. However, flag or touch football down to 4 a side is common, so there are possibilities there for a league, and no law says you couldn't organize tackle too with teams of 4, which I'm sure some kids already play on their own. We frequently have 4-a-side scrimmage drills, no reason it couldn't be played competitively.
