I'll frame this a few ways
How often do you hit (IE, # of days you are "live")? How often do you do tackling drills (against ball carriers)? How often do you do tackling drills against pads? How often do you guy all-out during team? (IE, no quick whistle, play until they are on the ground).
Obviously, the level you coach is important, so include that. Also, the relative size of your team may be a factor (20 kids...40 kids...60....whatever it may be).
I'm always conflicted when it comes to tackling. On one hand, injuries are a constant concern (especially with a smallish team of 35). Obviously the big ones (Broken bones, knees ect...) but you also don't want to one your kids into the ground early in the season.
At the same time, a backup can miss a tackle just as well as a starter can. Even further, a team NOT prepared to tackle well are more prone to injuries during games (observation not based on statistics). You send an unprepared (they've done form tackling, but little live hitting) D-back against a 220 pound brusier and tell him to tackle and you're asking for an injury (IMO).
And of course, there is the catch 22. Once you have a team full of good tacklers who don't hesistate before contact, who run their feet, who wrap up, who "finish" ball carriers...then those kids are more likely to hurt a ball carrier than they were before. Are you going to suffer a rash of ACL's or breaks, no, but deep bruses and shoulders will start to creep up.
Just an interesting conflict, curious for other opinions.

LIVE or just tackling?
Tackling should be drilled EVERYDAY and proper technique has to be reinforced. If you execute proper technique, then NO ONE will be going to the ground.
DRILL it everyday Go High & Hard in Team
After the first two weeks, is there really a need to go LIVE if your kids know what they're doing (and if they don't, why not?)

We go "live" once a week, first O vs. first D in a game situation. We put the ball in play 1st and 10 from the 25 and see who's going to either go to score or nut up and defend a short field. We will do 5 series of this, and feel that it is one of the most important drills we do, and has definitely won us a couple of games over the years.
The rest of the time, we tackle high like brophy said, but we do tackle in indy every day.

we go live M-Tu-Wed for at least half of our team period, usually all of it. Thursdays is shells only and just a little popping as we walk through ST and O and D.
This is with 30-35 kids on varsity

14-19yrs youth team in Germany, 5th division, very first season. Had 26 kids on the program during season, and we practiced 3 times a week for each 135minutes.
We practiced tackling from January ´til April.
During season practices (Season from April to July) we had Tackling Drills on 2 of the 3 days, each 20 minutes. Our Scrimmage Period was mostly 20 minutes. We NEVER played ´til they hit the ground. We encouraged them to tackle live. But if they don´t tackle the ball carrier immediately, we had an early whistle to stop circling players, etc.

last year we went live, tackling in team and focused on tackling Monday through Thursday. We were a little beat up each week. So this year we go live Tuesday and Thursday and focus on technique on Monday's it seems to produce similar results with less injury

I think you need to practice tackling every day.
Now, we don't tackle to the ground during practice in-season, and we never hit our own guys below the waist.
But you can do different tackling drills, and wrap-up, gang tackle during Team.

HS Varsity
Tackling Circuits every day for entire team except QBs (straight on, angle, shed and tackle, eye openers) for form, not live.
Inside drill every Tues, Weds, Thurs live with very quick whistle.
Team everyday is thud, except a live, high intensity ones v. ones situational period (goal line, coming out, 2 min O, etc) on Weds for about 4-8 plays with some "reward" for the winners.

Let me qualify this by saying that I do not agree with it and I would never do this, but.... There was a powerhouse in our area that rattled off about 4 state titles in 6 years and they never, thats right, I said NEVER tackled. They two platooned and the found out in 9th and 10th grade who could tackle and if you could not tackle (as in you were not a natural) you did not play defense. Crazy huh!? Worked for them, but they were loaded.

Rep it every day in controlled drills. Go hard, teach proper technique and go from there. Driving through the ball carrier is a major factor; kids are going to hit the ground.
During team, skelly, inside run, etc, nobody needs to hit the ground. Honestly, if you've taught proper technique, the ball carrier's forward progress will be slowed/stopped by the initial contact and pop of the hips. However, we still force everyone on the defense to tag off on the runner; taking proper angles. They're not causing/jumping on a pile, but they need to get in there.

Also, I have never had an injury during a controlled tackling drill; as long as proper form was being reinforced.
We get injuries when the ballcarrier gets knocked around at multiple angles turing large group sessions.

To me tackling drills can not be over drills. We can do it safely and not always live but practicing tackling to me cannot be over emphasized.

All you ever do is match up 'can't tackle' types to 'can't run' types, and 'can tackle' types to 'can run' types. HC said we need to try some new drills for technque after that. Seeing the light, maybe he will form fit an entire line of players so both get ten times the tackle reps with far less contact. We can walk it out from there. My choice is to go for angle tackling for skill and cover positions because that is where teams really lose their bearings. Form fit the interior players, there's no space to shake people on runs up the middle, so get the tech down tight.
