I coach a running back who is 12 years old who is very talented. Physically he has all the tools speed power vision, but for some reason he will not give his full effort doing the game. In all our preseason game he looked wonderful like he had finally turned the corner and grown up. Yet when we played our season opener he didn't go hard. I don't know how to get through to this guy, any ideas

One of the reasons I love that all 3 of my teams practice together
During INdys my great 11s can be pushed by my better 12s and 13s
Often very good players dont get pushed in practice, they have no equal, hence without great coaching or reasonable motivation, they plateau and rarely make significant gains.

I don't know how to get through to this guy, any ideas Often times, its more than the football holding younger kids back. Don't try too hard, but leave some feelers out there... he'll come to you when he's ready, and if not, it just may not be his time. You may have to find that other kid, not as talented, but ready to be your guy.

Have you tried setting goals and/or benchmarks for him?
.i.e... Okay, stud, you're goal is to get 5x first downs or 3 x runs of 15+ yrds, etc... One of my methods to make sure that my backs are giving full effort is that my O-line is responsible for my backs. If my O-line is not satisfied with the effort my backs are giving, they are authorized to have him replaced immediately. No questions asked.
BTW, is he motivated in practice? You can use chasers to catch him when he's being lazy. If all else fails, you may need to follow Khalfie's suggestion and bench him.
