We are having a 4-day camp at the end of July. Focus of the camp is fundamentals, especially for the OL and shed/tackle on defense.
We will be installing some base plays/series for next season.
We (as a staff) are leaning toward helmets only (or helmets and shoulder pads) on day 1, then full pads the last three days so the OL kids can really get after it.

Wednesday (7/08) is day 3 of a 5-day full-contact camp at an area school. 8 teams each day, teams coming in and out, but very good camp. Full contact from day 1, but quick whistles and stay off the qb. We're there all 5 days.

We wear helmets for our summer workouts (3 nights a week) and run it basically just like a regular practice. I think you can get a lot done with just the helmets on. I am always amazed that states allow for full pad camps, we are only allowed to put full pads on the first official day of practice (Aug 17th this year).
