My girls Basketball coach recently gave me a book called Warrior Girls that details the high rate of ACL injuries in girls soccer along with an interesting statistic that more concussions occur in girls soccer than in football. Interesting read. I'm actually presenting this to our parent board later this year.

I don't think legislation is the answer. Everyone wants to legislate everything now-a-days.
How come we have all this outcry about concussions now with the Revolution and DNA helmets on the market? Where was the outcry when guys were wearing suspension helmets 30 years ago?

Reading the article I don't think it's so bad to require coaches in every sport where athletes are moving to have training in recognizing concussions, as well as teams having a doctor and/or trainers on the sidelines. Having said that, forgive the following rant. Politicians have discovered how to buy votes - offer something for free paid for with our "patriotic contributions", i.e. taxes, or find something to make an issue out of, blow it up, make sure "it's for the children", or because "it's not fair those guys to make so much money". Then the politicians get to add it to their list of things that show they care, all the while content that such action will enable them to continue to wield power when the sheep give them their vote. We are in deep kimchi unless we wake up, and soon...

Another barrier of entry for football coaches. Between coaching certifications and CPR cards and 'concussion training'... I feel like at some point we should at least be quizzed on football, seeing as how we are being taught damn near everything else.
Regarding the article: I want to believe that we have trainers at games, etc for a reason, but after what happened to one of my former players, I'm not sure who I trust. He was diagnosed with a concussion, allowed to drive home where he passed out and crashed, giving himself a second/worse concussion. After three weeks he was cleared to play, then immediately got another. The trainer for a school is very competent, but in the course of 4 weeks he went from being a highly recruited stud to a severely inhibited student. He's made a full recovery, but the whole experience kinda makes my jaw drop.

In the five years I coached under Raish we had three diagnosed (by the team doctor) concussions that I knew of. We never did have any major neck injuries so I wonder if the Red Guard reporter took things out of context.
