Start with fit & form, but if you're asking this question now, it is an indication that your practices are probably not as well planned as they should be. Take a minute, search for posts by Dave Cisar & Ted Seay and see what they have to say about practice organization. I know there are several other coaches here that are experts on that subject also, but I think Dave & Ted have posted more on that subject than most others. If you organize your practices properly, you will have much more success.

We dont hit full speed the first day in pads, The week preceding that we have done a ton of form and fit tackling progressions and drills without pads. We ease kids into contact, angle form fit tackling, splatter "mat landing" tackling, close quarters tackling, then and only then for those that have made the progession can go to 3 slot challenges and open field box tackling drills. BTW some players will never progress to open field tackling you hae to perfect at each level before you getthe chance to move up, do tackling circuits. What this all does is build confidence so every player no matter their ability becomes a compeent player, the better ones stick in the upper level circuits and play against better competition etc. Too many guys rush into "space:' full contact tackling and many players never recover form it, they dont ome back the next season. Teach perfect fundamentals from the ground up and dont get ahead of yourself.

Get down on one knee and have the player continuously coldcock you in face with a closed fist. Be sure to correct all improper hitting mechanics.
Seriuosly, I've used daveciser's technique in addition to a couple of others I've picked up over the years. ciser's is a good place to start if you've got nothing.
