Let them be kids! No one is gonna develop the next Tom Brady when they're a 3rd grader in one summer.
All any program I've ever been with has done is a free 1 to 3 day mini camp for like two hours each day on just basic stuff like catching, throwing, kicking/punting, then we played games. It was purely to generate interest in our program, built our relationship with the community, and give a chance for coaches/players to do some volunteer/community service activity.

Not sure anyone is trying to develop a Tom Brady, but your second part of the reply was helpful.

5/6/7/8th grade invite to summer work outs. Invite them to team events. I didnt say have them lift or anything like that, just invite them. Put your program in their face, put their parents in your orbit. Put your coaches to work. Great idea for frosh and jv coaches. Cause you do not know who they talk to, where they will be, or even who their parents are, will be or who they know. Go to youth leagues of all sports and start a conversation with the parents.

Old enough to be dropped off through 6th grade, we do every Monday in June from 6-8 PM. We 'teach' them dynamic warm up and basic football skills. After the warm up, we split them kiiiiinda between itty-bitty to 2nd3rdish grade and the bigger ones.
The ones that are able to football, we run through basics. The itty-bitties...... we're trying wear therm out so they fall straight to sleep for mom & dad.
It is community outreach and the players are expected to be the ones playing with the kids. The coaches are just there wearing the logo.
