What is the best time of year to send out film on players? I am asking for FBS, FCS, and D2.....?

Now. Most schools are done with the season. If they are bowl bound they still are working on recruiting, if not they want to make a splash with recruits early while the others are busy trying to win a game.

Now is definitely a good time to contact coaches. Many staffs are out on the road recruiting. Some are preparing for conference title games this weekend, but there is a break between that game and the bowl game where most staffs look to get caught up in recruiting.
Most FBS schools have large recruiting staffs; if you're on Twitter (which I highly suggest for recruiting purposes), look for the director of player personnel or recruiting assistants of the school you're trying to come in contact with... It's their job to find recruits year round. If the school you're trying to reach out to doesn't have a large recruiting staff, reach out to the graduate assistants or quality control coaches because they're more than likely in charge of recruiting for their position coach.
