I think the vast majority of this discussion underlines a program process problem. You practice football to compete in football games. The goal of a program should be (in my opinion) to have such good practices and training sessions that should a player miss several, their peers that do participate will be significantly better and therefore will be the ones competing in the games.
Also sounds like a process problem regarding injuries. As others have stated, eliminate the girl/boy aspect. How would you handle this if it was a male athlete? What would an athlete who had a broken hand and was out for the season be doing?
That said, in reading the posts here, I think I would consider a meeting with the principal, AD, HC and girls parents and lay it out that based on the doctors orders, there will be no way for her to compete in games this year. I would then say something along the lines of "If this were a male student, I might ask if he would be interested in being a manager since they were out for the season (based on athletes grade) HOWEVER since this young lady was doing something quite rare at the school, I don't want to be seen as taking away from her team.
Lastly, I would go to the girls doct and get EXPLICIT orders. 1/2 to 1/3 of the running? What does that mean? Remind the doctor that football is a game played along all planes of motion, not just along the sagittal plane.

Admittedly I haven’t read every reply but has anyone addressed the fact the the Drs orders are the dumbest I have ever seen. It’s pretty much standard operating procedure that a kid with a Drs note is out for 2 weeks no matter what it is. It’s annoying but I have never seen one who said they are too hurt for everything but they can do half ? If it says they can do light physical activity then we just sit them anyway cause who cares...go walk the track??? You have to treat her the way you would treat anyone else but in my opinion why waist reps on someone who can’t play Doctors orders may be dumb. But if you don’t follow the dumb doctor you may be dealing with a smart lawyer. You missed my point. Just sit her out. Why practice someone who is injured anyway
