We're in CIF SS and I've never heard of seniors playing JV, I believe it is not allowed. Not that any of our seniors would want to, that would be embarrassing. We sometimes have a junior or two but they are not difference makers. The juniors don't like it because they get clowned by the other kids. Yeah they might be clowned by kids but we don’t care about that, we care about their development. The JV game is the best look kids will get all week so we have lots of Juniors who will rotate in the JV game to get them accustomed to the opponent. Our Varsity team walk through on Thursday afternoons usually only consists of 25 players or so because the rest of the guys are playing in the JV game. And since we practice together, our JV team usually is pretty successful because they are used to practicing against Varsity starters all week.

Our district in Iowa is set-up to where our freshmen play separate and then JV is essentially for any sophomore and junior that isn't a varsity starter. However, that's been in flux lately with a few programs (including ours) not having very good numbers. The last two years, we actually haven't had enough freshmen to do a 9th grade schedule; this fall is looking like we'll have a freshmen schedule but based on the low 9th grade numbers the last couple years not an actual JV team. Pretty much every upperclassmen we have will have to be a varsity contributor in some way.

Our program is set up the same way except the HC doesn't force kids to play JV. It always baffled me that a kid would rather stand on the sideline of a varsity game with no chance of seeing the field vs going out and playing every down on JV. It's an ego thing for them, never made sense to me.

In Texas you can play Juniors on JV. In our program (medium size school) if you're a Junior on JV then chances are you're not very good. Normally, we will have 1-2 juniors playing JV. We have 9th, JV, and Varsity teams.
I've coached in the largest classification and we have actually had two 9th teams and 2 JV teams.

We play Juniors on JV. Whether they get much playing time as seniors on varsity depends on their development
