We made medicine balls out of basketballs and they are perfect to use for this. Takes some time, but they're A LOT cheaper than buying med balls or buying these sandbags.

You can pump water into a basketball with a hand pump. If you fill it all the way it's a medicine ball but fill it 2/3 and it will slosh all funny and be really tough to handle.

Honestly, if you search DIY sandbags in google or YouTube you'll get tons of stuff. Our PE dept has looked into it for fitness stuff.

For the DIY projects, instead of sand some people use Swimming Pool or Water Softener salt inside of balls or bags. Sand is more likely to leak out than these salt pellets, which are a little larger.

take a tractor inner tube, cut it, fill with what you want, becomes a sand bag or whatever you want, on youtube, ive done that, ive done the basketball with sand, even took laundry detergent jugs with handles, filled with quickrete and made kettlebells
