This probably would be better for the off season but none the less.
What does it take for a program to be successful year after year? And why do some schools seem to have it figured out and others are stuck in the gutter year after year?

Too many variables. It's like asking, "Why did that rain drop hit my left ear instead of my right".
The question you're trying to ask is, "How can I take my team from A to B, because we're doing P, D, and Q."
I've coached teams that in A ball that could compete up with the AAA boys. I've coached teams in AAA that got waxed by mediocre AA/A teams. I've coached AAAA against AAAA teams and asked, " Why the hades can't they be any better?"
If you're doing A, B, and C well, then you can focus on X, Y, and Z. It's all a matter of context.

Also Vertical Continuity in the Xs and Os or at least terminology.
Kids that play all four years in HS = Frosh, JV, Varsity.
That's what a program is, as opposed to just fielding teams every year.
