I'm the regional coordinator/HC of a region for a youth league with the local school board. It's a 9-man league for grades 5 and 6. There are 4 regions in the area (I've translated for your convenience)
Chicoutimi: 10 schools, 565 students in gr. 5/6, brought in 32 players to form 2 teams
Chicoutimi north (clearly delineated by the river): 6 schools, 379 in gr. 5/6, brought in 27 players to make 1 team. Can also draw from 5 other schools on the outskirts for another 205 gr. 5/6 kids
The Bay: 3 schools, 289 students in gr 5/6, brought in 18 players for 1 team. Can also draw from 5 other schools on the outskirts for another 80 gr. 5/6 kids.
The Farmland (yes, that's the literal translation, also, my sector): 1 school, 84 kids in gr. 5/6. We have 9 players trying to make 1 team. Also, it's the poorest area (rural poor, not inner city) and the largest geographically, so everything we do is a guaranteed 20-25 minute drive for somebody.
You need 13 players to form a team, but I lost 4 kids due to being too old (failing grades is pretty common here, and the school cut-off is sept 1, but the league cutoff is June 20...another issue in itself).
I have 11% participation, the other regions have 6-7%, but the league president, who is also the regional coordinator for Chicoutimi and my HS HC in the fall, just tells me I need to recruit the halls (he's a full-time coach, I have an unrelated day job) and that "we've never had problems making a team in The Farmland before," in a league that is in it's 6th year, so it's hardly some great, long-standing tradition. He refuses to transfer me any kids from other teams, and conveniently arranged for all the kids coming from the "Sports and Studies" program to end up all on one team: His.
NB: The youth league is basically run by the largest high school's team as a promotional tool, but is not a feeder in any way (most of the kids won't go to this school) so my scheme is mine, and his HC status is not supposed to matter...
I don't think there's anything malicious, we always get along great, and I've bent over backwards for his HS team (when was the last time you saw a 145 lb D-Line coach with a cane?) It's his first year as HC, and he just took over the youth league and he just seems totally overwhelmed. But how can I explain to him that I've got 1/3 the pool of the next largest region, and still have way better participation by percentage, but that he's got to help me out, or we fold the team Sunday?
